Romano Prodi, president of the European Commission, added his voice to calls for a European tax to finance the European Union's budget. "Financial reforms must be on the agenda whenever there is any attempt to reflect on the future of the EU," Mr Prodi told the Institut d'etudes politiques in Paris on Tuesday. Making his own contribution to the current debate over the EU's future institutional and constitutional structure, he said a European tax "could well be a sound solution" in place of the current system of national contributions to the EU budget "that generate endless conflicts between member states."
